MOFA attestation is a single link in a longer chain, and it is the one most often attempted too early. The Ministry attests the signature or seal of the authority that came before it, so if that prior step is missing the application simply fails.

Because each authority attests only the signature immediately preceding it, the chain has to be completed in strict sequence. A document taken to MOFA before the embassy step will be refused, and a document taken to an embassy before MOFA will be refused for the same reason in the other direction.
